Your logic appears to be incorrect. It will only divide by powers of 2, and eventually you get a overflow and it tries to divide by 0.

Use input [1, -1, 1, -1, 1] and you will see it gives the wrong answer (1 instead of 3).

Yes, finite # of points. With regards to 2), I am not sure if you have always moved closer. For example DestPoint (0, 0), P1 (9, 10) and then adding P2 (13, 5). This changes the distance to DP from sqrt(181) to sqrt(194).
