On my windows machine, the query runs in 175 milliseconds. The load takes 4.67 seconds. That's with the default config.

All-in-all, I think the Cassandra backup/restore could use some work. It should be possible to restore an entire keyspace in one step, rather than looping over the list of tables. It shouldn't be necessary to move files around. That is, the refresh should work with the folder structure created by the snapshot command. When there's an error, it should say where it looked for the files. And the sstableloader shouldn't have a classpath issue.
