Great point, @AndyE. My situation happened to include ' as the field enclosure though I'm not sure why. I'll definitely consider moving to "" in the future.

What is the second array that has "e g s 0" ? Is your intention for that to just get thrown away?

Unfortunately str_getcsv is not consistent about the way it treats commas inside single quotes: 3v4l.org/Ubk1U

This got me to the answer and I believe is generally the most accurate answer, so I accepted it and awarded the bounty. My ultimate problem wsa that I was getting a 403 about the fact that directory listings were denied (the suggestion about index.php made me think about that). I had to catch the 403 exception from Guzzle and print the body of the request to know it was a "directory listing denied" error instead of a certificate error. Thanks!

Thanks, that's helpful. At this point I can't upgrade as there is other software that depends on this version of guzzle. Certainly we'll upgrade at some point but I'm looking for a solution on the old version until then.

Also, your comment about ->get() sending the request is not consistent with the guzzle docs nor my experience. Can you point to a reference about that?

Thanks for the tip about PEM. Does curl use a different format than guzzle for the certificate? Note that I'm running this code one-piece after the other and the exact same $cert_file value works fine for curl and not for guzzle. Nothing about $url nor $cert_file changes.

Well, good news and bad. The assertEquals stuff does indeed show the exact same value. But...somehow it still doesn't work. Any more ideas on how to debug?
