Out if interest, what are you using to generate the MSI? IF you're using WiX you can add a wixproj to your solution. I believe that other packaging tools such as install shield also offer similar functionality. Then the MSI creation becomes part of your regular build process.

As @Mark says, you need to be a TFS admin to create new Team Projects. In addition there are a number of under the hood changes from TFS 2012 to TFS 2013 so it's probably safer to use Team Explorer 2013 to create the new team project.

If you have access, log on to the TFS server and run up the TFS administration console. The splash screen should give you the info. Either way I've found that the MSSCCI provider is poor. I've had much more success installing Team Explorer 2010 and using that as a source control window whilst using VS 2003 just for writing the code. If you're using TFS 2010 then that's all you need to do. If you're using a more recent version of TFS then you'll need to update Team Explorer 2010 with a compatibility update. I don't think you can install more recent versions of Team Explorer on Win XP.

Your question is missing some vital information. Which version of TFS are you using? If your using 2005 - 2010, then the the suggestions for "Find in Source Control" or "TF Status" will work. However, if your using TFS 2012 - 2013 or VS online, some of the other users could be using "local workspaces". If that's the case then TFS doesn't know and cannot provide this information.
