No great mystery. It's going to treat everything until the next GO or other indicator of the end of the batch as part of the proc. The outermost BEGIN and END are not required syntax as part of the procedure.

Remember that it's PREprocessing. It does not know or care about the structure of your code, in the case of #define it is doing substitutions in the order that it sees them relative to what the most recent value of the #defined variable is.
