I got this resolve though yesterday, but disabling the cache settings in IIS 8.5. I found at one forum about it and applied that fix and it resolved that. Otherwise I was getting 304 not modified response header.

That is exactly what it should do. Anyways thanks for your time. Rather than proving my code inefficient come up with a better solution that takes little time than mine and then point to me I will be happier to learn. Thanks.

Not these observations do not make sense. It is doing everything very efficiently and more efficiently then your code as far as I have checked from wrapping up the two codes inside date stamps. :)

If you are talking about time efficiency then wrap your code in main method between this Date date1 = new Date(); and this Date date2 = new Date(); System.out.println("Time Taken: " + (date2.getTime() - date1.getTime())); and compare with mine.
