I would recommend to implement foldMap when implementing Foldable. foldMap implementations have a regular shape, that you'll start to notice when you do a few of them.

@Alois, remove the foralls and constraints from binding and query. With the foralls you are creating new type variables, but the whole point is to use the a from the bind signature.

@JohannesGerer In f <*> a the side-effects in f have to occur before the side-effects in a. But the reader monad has no side-effects, so it can safely ignore computations from which the results aren't needed.
