c1 is indeed the URL request variable for prop1. Have you checked if the error is related to only some browsers, or if it is the same across the board? This is usually what I confirm first in situations like this.

This is why the data must be set on click, but read on the next step. URL parameters do not suit this need, but rather first party cookies or session storage methods. I agree that both on-click and next-page trackings have their weaknesses, but in my perspective its better to track links that worked than to track all the clicks of which we have no way of confirming how many we clicked, as per the unreliability of the method.

I approve of option number three. Third party cookies are not viable, since browsers block them. I recommend using a HTML file from a third party (can be one of your domains) that uses localStorage to store a unique visitor ID. This would then be used as s.visitorID value and Adobe's support can for no cost enable "stiching" that links visitors based on the value.
