If it can always be decrypted by public software then this sounds more like a authentication token to me. As anyone can decrypt, you don't seem to require confidentiality but non-repudiation. In that case send the public number in plain and send a signature with it. If you use ECDSA you will get better size signatures. You could also use the retracted ISO 9796 (~RSA) signatures, but those have largely be broken so you should know how to use them.

@Rup The first part of the comment makes sense. ECC uses much lower key sizes so the difference would be rather large. Nobody was talking about compression neither.

@MShevroja Finding a triple DES key is not possible without more information about the key. Brute forcing the key (at minimum testing 2^112 values, possibly 2^168 values) is not feasible.

This would be easier to answer if you supplied us with the input of the base64. Without it, it is tricky to know what's wrong. Maybe it uses URL safe characters, or maybe it is not padded correctly. Spurious characters, wrong line endings, unsupported line lengths....

The most important factor in RSA signature generation over relatively small amounts of data is the key size. Do you use a similar size of the key? Does your key contain all the components required to apply the Chinese Remainder Theorem (CRT)? Do you use file IO or other OS operations? Multi-threading?

@user1941044 No, not really. Normally the hashing is thought to be part of the signature generation method, and it is specified as such in PKCS#1. The hash is padded and then modular exponentiation is performed to create the final signature (+integer to octet string conversion, to be complete). Hashing small amounts of data takes much less time than the modular exponentiation however, so for small sets of data the size of the data hardly matters.
