For the button that I am using to submit the form after adding the modified cookie to the HttpContext.Current.Response I have a PostBackUrl specified. Could this be causing the loss of the value?

I've called your code above from the Page_Load. The cv0_value has previously been set to "1". Reloading the page multiple times does not result in the value changing to "0".

The value is being changed via a call from the Page_Init. The form is a collection of user controls that are being rendered.

When this method returns, contains the DateTime value equivalent to the date and time contained in s, if the conversion succeeded, or DateTime.MinValue if the conversion failed. The conversion fails if the s parameter is null, is an empty string (""), or does not contain a valid string representation of a date and time.

I was hoping it would be "smart" enough to determine the year based upon the day of week, but trying "Sat, Sep 24" (which would be 2011) just gave the error: String was not recognized as a valid DateTime because the day of week was incorrect.

DateTime.Parse() does not require a date. It will take the input as provided by the poster and assume the current year.
