I'm not sure about overriding defaults, but that setting is editable so you can go to Site -> Settings in your site's admin and change it.

That sets the time the carousel pauses on each slide, but I don't think it has anything to do with how fast a particular slide comes in and out which is what the OP was asking for.

It depends on where you are putting your additional script, but if you are adding to the $('a.topopup').click you could use $(this).data('id')
