As the error message says, the assembly is there (it's located), but it is probably of a different version. It is possible that you have a different version of the same assembly in the GAC, and that's causing the issue.

You should investigate which operation inside the event handler causes the slowdown. What's in there? Is that okay if you do that operation only every x milliseconds, instead of every time the move event is fired?

@RobertGiesecke If optimization turns out to be necessary, then that might help. I tend not to pre-optimize too much, if it increases code complexity. Also, from the SO help center: "Use your downvotes whenever you encounter an egregiously sloppy, no-effort-expended post, or an answer that is clearly and perhaps dangerously incorrect." That's why I'm asking why the downvote. You can post your idea as an answer if you think it's better.
