Syntax is ok, old two argument open. The problem may be what the system is saying - it can't create the file, possibly because the path does not exist.

That is a lot of program to digest, lots of irrelevant things. Can you cut it down to a smaller program that isolates your problem? Also very helpful is you show sample input, sample output, and expected output.

Looking at what I guess is the full source (github.com/OTRS/SystemMonitoring/blob/master/Kernel/System/…), the StateRegExp, HostRegExp and ServiceRegExp only have one capture, so there will never be a $2. What do you think $2 actually is?

How big is the input? The foreach(<>) construct will read the entire file into memory before starting. You may to use the while(<>) construct.
