Is the end goal to put the zip file in the bucket, or to put each file inside the zip in the bucket? As the previous two comments suggest, there are no 'directories' in s3 buckets, but by using slashes you can emulate directories...

Oh... I think I misunderstood your end goal. So the goal is to allow people to 'resume' the executable in a similar manner to how it ran before? If so, I would probably take a different course of action and serialize the data that I cared about to a file and check for that file when my executable started.

You've got a long way to go... you seem to have a bunch of handles that are local to the function, but they don't seem to be allocated anywhere. To start with I see no code to connect to the server at all here, that's what you need to do to have a meaningful OCISvcCtx. I would advise you to read to the intro to OCI programming documentation and take advantage of all the demo code oracle provides, found in Appendix B of the docs you link to.

@user1137472 unless you are you using some sort of natural key for your primary keys, you should have a sequence defined. Oracle has no auto-increment functionality like some rdbms'; you need to use a sequence for that.
