for what it's worth, the "chrome=1" part is for installing ChromeFrame. ChromeFrame is discontinued. You can safely drop it from your code...

in HTML5, </li> can indeed be omitted. BUT, this is not at all how one should go about doing this. WHY? Because it completely kills any useful interpretation of the HTML if the CSS didn't load.
