It could be that your cygwin environment is not set up correctly to support utf-8. What do you get when you run the command locale in cygwin?

eval-after-load is just there execute the 'define-key when you load your latex mode and not earlier. So you don't need it necessarily. Since I don't know AucTex my guess would be (eval-after-load 'auctex .... Variables are case sensitive so, thats probably why it didn't work right away with you AucTex mode and mapping the keystroke.

You need to put the if statement within a process. Also 'sgn => Xabs(3)` won't work here.
