comment git submodule - should not have been updated. How to back down
I have found that "git submodule update" clears the branch in the submodule (you are no longer on branch). When you get happy with the submodule be sure to checkout the branch where the happy commit is and then in the project commit that version of the submodule

@vonbrand we used some scripts to do the convert but the file looks good in the git repository but bad after a while <br> I do not have the power to do updating I have no root priviledge and need special permission to bring in software

What version of cvs? Did you do a compile first? Try a cvs status on the file. The error message usually means that there is nothing in the repository with that name/path. Can you look at the repository? Do you see the local CVS directory where the file lives?

How do you know it is corrupted? Can you see $CVSROOT Are the permissions on $CVSROOT okay?
