notify comes at the very end of the run- did you cancel or let it run to the end? I'd suggest increasing verbosity too. Finally, the apt* modules are great.

@rob3 wait, what confirmation? you can certainly use apt to install modules and verify they are installed. Both debian and ubuntu have apt already, and python-apt doesn't have any manual installation steps.

@JeffScottBrown, I'm using 2.4.2, hibernate:3.6.10.8. ooo, there's a newer hibernate version to use- off to try that. If that solves it, make a full answer and I'll accept it (and edit if necessary).

yes, that's what I meant by "you could do most of the configuration management after bootstrapping it". Ansible can manage local hosts- of course, it can't do so until some prereqs are installed.

I understand you don't want to use template, but using lineinfile is an antipattern. It's also a strong red flag that you "don't know what is in the file", which leads to substantial risk of unknown failures.

you can restart Jenkins blind, then use wait_for until it's back up. I have a wait_for_http that is better but haven't done a pull req for it yet.
