If you mean on the local file system via terminal or ftp client as long as you have read permissions on the file system. If you meant via browser on http request, then you'll need "LoadModule autoindex_module modules/mod_autoindex.so" uncommented from httpd.conf; this is not advised for most setups

If you are running on AWS check that your security group has port 80 open. If behind a physical firewall, a network administrator must open it up. Otherwise locally it may be IPTABLES.

It maybe a firewall issue if you are unable to access a remote machine. on the server verify you can load the docroot via wget http://localhost Open the file to verify html markup and not a 50x or 404 error. If that is fine you have to check either local firewall on iptables or external firewall from your provider to see that port 80 is accessible from the outside.

httpd is Redhat/Centos. Looks like You are running Debian/Ubuntu. Check that Apache is running. Try: ps -ef | grep apache2 | grep -v grep
