I'm not moving the mouse. I did exactly what you asked and I did see it flip without animating. However, my implementation has 2 changed lines, and it's been working 100% of the time without moving the mouse. Please look at the comments in the code to see what changed.

I see. You're actually creating a UserControl. This is not how you should inherit from Button. You should google how to create "custom controls in WPF". Your dependency properties will not work in the example you have above.
