What do you mean by "blocking"? The warp that requests a texture fetch will be scheduled out until the request completes and another warp will be activated to hide the latency. So you could say that it blocks the warp that makes the request, but it doesn't block the progress of your kernel as a whole.

If your goal is to gather the density of any thread above the threshold and you don't care about the identity of the thread, then it doesn't matter, just do what you already do. The race condition will not affect the correctness of your program. All the writes will be "collapsed" into one: some thread will write its result into Checker, although you don't know which one, and the others will have their write discarded.

A common solution is to implement some kind of "heartbeat" packet that is sent every X seconds by the client (or by both parties if you want both parties to be able to detect failure). After a number of seconds spent without receiving a heartbeat, the "connection" is considered lost.
