Looking at github.com/apache/openwebbeans/blob/trunk/webbeans-impl/src/… it seems that openwebeans uses Java Logging instead of log4j.

Do you need to use log4j? Logback supports time and size based policy for rolling files that might work for you (logback.qos.ch/manual/appenders.html).
