"Strings must contain only UTF-8" error is not related at all to how you serialize proto messages. If you are using non-UTF-8 encoded strings, you should declare the field as "bytes" in the .proto file, not as "string". Or (preferably) you can encode your international strings in UTF-8, instead of using legacy encoding.
