Okay, well you should know that is really bad practice on the part of whoever wrote that function. It is likely using eval to convert a declaration of an array in PHP syntax to an actual array. That has potential to cause serious security issues (info here). That function really should be modified to actually accept a standard array.

Underlined text is presentational, <u> has no semantic meaning. <strong> (whatwg.org/specs/web-apps/current-work/multipage/…) and <em> (whatwg.org/specs/web-apps/current-work/multipage/…) do have semantic meaning, how they look presentationally is totally up to you.

Unfortunately, yeah. The use of not is wrong: "The not keyword applies to the whole media query and returns true if the media query would otherwise return false. The not keyword cannot be used to negate an individual feature query, only an entire media query" (source). The second media query is interpreted as only screen and (min-width: 361px), all, all. So regardless of device you'll see a red background at 320px until 361px and above where you'll see a blue background

Well pseudo-elements has good support and border-radius also has pretty good support, so yes. Have tried in chrome, safari and firefox and works in those. Sure it works in IE too but you'll need to test.
