Currently same region, but I would prefer the RDS to be multi-region and therefore accessible internally via any of my regional EC2 servers.

I couldn't agree more. But the system we use is antiquated. Anyway, we found a way using HTML::TokeParser, which is kludgish, but works for now. Thank you.

Also I'm not sure if there is a way to leave the tags (allowable tags) that don't have open and close tags. Example '<br/>' is hard to identify.

You misunderstood my question. I want cpanm to install modules to which i point on the local server somewhere. Not for cpanm to look for those modules online, as it does by default. Hope this is clearer.

The HTML::Restrict is probably the best there is, but it doesn't work with Perl 5.8.x -- which is still found in some production environments.

To your script suggestion -- cpan.org/authors/id/T/TO/TOMC/scripts/striphtml.gz -- this deletes everything. How can I modify this code to only leave certain html tags? Other than that it works well.
