If you are starting a new project, I would suggest you take a look at my SDK at facebooksdk.codeplex.com. The Facebook Toolkit has lagged behind in recent months in supporting the new authentication system and apis. We currently use the Facebook .Net SDK in many large scale Facebook apps and are migrating many of our old apps to this new SDK from the Facebook Toolkit.

If your site really needs to be that secure, I would suggest using some sort of secondary authentication system. One suggestion would be to retrieve the user's email address. You can access this by asking for the 'email' extended permission. Once you have the email address, just send them a verification link. Only, after they click the link would you allow them access to your site.

You dont use the rest api for that. If you want to prompt a dialog you have to use the javascript sdk. See the link I have provided. You can call the FB.login method on the client to prompt a login dialog. There are also samples of this in the facebook sdk.

Be careful about using the fb_sig authentication. That is going away very soon. If you are starting a new app it would be better to use the new OAuth 2.0 authentication system. developers.facebook.com/docs/authentication/canvas

One other thing. If you REALLY need this functionality, it is possible that the REST call exists, but that it isnt documented. I have found several undocumented rest calls by browsing through facebook's developer forums. Sometimes Facebook just doesnt keep their docs up to date.
