Yes - there are some impossible IRIs for RDF/XML. "%B4" -> "4" is illegal for a qname local part (starts with a number) "%B4" -> "B4" is illegal because the possible namespace URI now ends in "%". You can write in a different format instead. Also, consider why you are encoding the URI path at all.

JENA-584 was about the writer getting it wrong. Dots can not end a localname, they have to be internal. Stylistically, adding a space before the triple-ending DOT is normal.
