To do this for OS X, you'll first have to right-click on the ST3 application and choose "Show Package Contents," then navigate to Contents/MacOS/Packages/HTML.sublime-package

Thanks for your reply. C:\Windows\SysWOW64\python27.dll does exist, I can navigate to it no problem. It seems that no matter what I feed -inputresource, it claims to not find it. I've tried the DLL, the exe (based on your conjecture in the thread), and the exe in my virtualenv. 2.7 is definitely the version installed, I used the official installer (32 bit), and it works fine when I import pyodbc in the shell. What can I be missing here?
