This will not work because in the setter generated by the LinqToSql designer, there is that check: if (this._Responses != value) { ... }. So setting the property to the same object reference will have no effect.

Then the other response where they suggest to use Application.DoEvents() may be of interest to you. This will let you run the code on the UI thread (then you won't have to dispatch your UI update calls on the UI thread as with the BackgroundWorker), but still won't completely block the UI

You're right. I think this would only work if the image is displayed as a img tag in the document and probably won't work if added dynamically on the client side. And then again, it would depend on the browser since it's the one responsible for passing the referrer in the HTTP header. I really don't think there is a good solution for this problem, so I can only suggest some leads...
