The only way to do this is to simulate your workload and see what happens. MySQL can decrease I/O if it has large enough memory caches to do work in. If not, the work is moved to disk.

Its quite possible that the CPU the application was compiled for does not have the same CPU flags. Normally this shouldn't be a problem, unless you are relying on features available to specific CPU models. C3 uses ivy bridge processors and c4 uses Haswell. You may want to try a c4 large over c3.

If you set up a cloudfront distribution and download directly via that endpoint, then it will work. But the cli will always connect directly to the s3 endpoint.

I suppose there are probably a couple of options depending which ports are filtered. You will probably need a new ec2 instance to work as a proxy. Basically you need to take connection on a port that works, and forward them to the sql server port on the other instance. You may be able to use a load balancer (though i'm not sure an RDS instance can be attached) here since it behaves like a proxy.

First, see if they are being blocked access to amazon or just the port. Enable ICMP on your security group and have them ping the IP.

This may not have anything to do with your security setup. In some countries that filter access to the internet, like Qatar, they may be blocking access to certian ip blocks, or filtering certian ports.

Are you connecting directly to the SQL Server? Its very likely port filtering may be involved. If they can connect over a different port, you may need to proxy the connect via that port to the SQL server.

Some packages are versioned to run side by side, like ruby, php, java, and python. For everything else you can get the package version by doing yum list <package>

If you are concerned about cost, keep them as magnetic volumes. If you don't mind the extra work getting them back up and running again, just store them as snapshots. Glacier made more sense in the past, but now its not much cheaper than S3 storage. Only makes sense with massive volumes of data.

Are you using amazon linux? If so, php 5.3 uses the php prefix, 5.4 uses php54, and so on up to 5.6. You can run different versions side by side and switch using alternatives.

From a caching perspective, it will be best to set far future expires headers on objects uploaded to S3 and configure Cloudfront to use them. If you do need to change a file, uploading a file to a new path is most preferable since it wont be cached on cloudfront.
