Double quotes (") have the pre-processor first search in the same directory as the current (parsed) file. Angle brackets involve a more general search, in all the include paths given to the pre-processor (e.g., through -I directives). See also this and this

I used CMake for a project embedding around 10 components, and each of those components can be installed independently. The corresponding CMake code is here. Then, as I needed to install and package each of the component independently, a developer of my team crafted a Rake-based solution, simple, very efficient and easy to use.

If you are to migrate to a new build framework, I would recommend CMake. I have recently migrated all my projects from the Autotools to CMake, and they are now much easier to maintain. For Oracle, do you know that there are good third-party client libraries, such as SOCI? For SOCI, you will find here a M4 macro file to include it in your Autotools framework, and here for the corresponding CMake library finder.

Git is quite robust. It is most often very handy to have to edit the .git/config file, for instance to add tracking for a given branch or to change the URL of a remote repository. By looking directly under the hood, once can understand more easily how Git works, and realise that it is as magic as it appeared the first time. So, I would not recommend that everybody edits the Git files under the hood, but I would recommend that they at least have a loot at those files. At the mininum, it is very instructive.
