Yes, I believe I've fixed it now with this PR: github.com/ionrock/cachecontrol/pull/31, double checking to make sure it is really fixed.

I've added another example from a user where this is blocking for them unless a function (which is not called) is defined. This one is able to be reproduced outside of Travis. Later today I'll test with the GC tuned and try faulthandler.dump_traceback_later() using that branch since I can reproduce it there.

We use a library called scripttest to handle it. In the first PR without any debugging changes the call that hangs is this: github.com/pypa/pip/blob/develop/tests/functional/… and the actual call to subprocess is github.com/pypa/scripttest/blob/master/scripttest.py#L242-L260 with debug = False.
