I think you are on to something with the concept of mapping between bounded contexts but I don't have much experience in this area yet. Also note that in the example I'm not using a whole Proposal entity within the bounded context for approved work items but instead just using a different search criteria to find the work items in their initial state. I didn't see this much differently than the differences between GetById and GetByName for a customer other than I'm dealing with a one-to-one foreign key in the proposal case.

Changed method call to get expected number to use the Freeze method instead which would be necessary to get this test to pass after changes are made to achieve the desired behavior.

At this point I'm optimistic that this could be done with NSubstitute as is even if it does mean some level of unpleasant hacking to get it done. To me at this point seems to be the easy part. Understanding how to get the customization to do this dynamically for me is the part that I'm hung up on currently.

It sounds like if there is not already some way to get it working in NSubstitute that there is an active item on GitHub to introduce such capabilities.

So what I can gather is that the behavior that I'm seeing is expected and there may be a way to configure it to work as I originally anticipated? I'm looking over the implementation of AutoNSubstituteCustomization on GitHub right now.

Just for others sake, the proposed solution in the link is more along the lines of a workaround. The problem itself seems to be a bug in WPF although I'm not sure if there is a connect issue yet on this one.
