comment library path for setup.py?
Had a similar problem with another package. My gotchas were; 1) make sure LD_LIBRARY_PATH is set and exported, and 2) using sudo drops environment's LD_LIBRARY_PATH, so 'setup.py bdist' as regular user, and 'sudo setup.py install' (if you install as root at all).

Another thought; if other recipes need to know where that specific CSS file ends up, add an attribute to the css recipe, like default[:cssrecipe][:cssdir] = "". In the Vagrantfile json attributes do this; chef.json = { :cssrecipe => { :cssdir => [ "/vagrant" ] }}. In the other recipes' attribute files do this; include_attribute "cssrecipe". within those recipes you can now use node[:cssrecipe][:cssdir]. This is no less burdensome on needing to use chef.json in each Vagrantfile, but it makes the relationship between recipes much more understandable.

It's not really clear why you are putting the file generated on the VM back into a folder that is mounted from the host computer. If you just need to drop the file in a 'known' location, maybe use the Chef::Config[:file_cache_path].

comment libtool doesn't provide library dependencies to link
For a long time my apps worked without any change, while unit test fell by the wayside, so I haven't revisited this issue. But just recently, for reasons I can't understand, 4 of 24+ apps started to fail as well. Which is all the more puzzling because all 24+ apps use a common base app framework. So, I employed @adl's configure.ac fix from the git reference above, and it works like a charm. Thanks!
