One issue with this is that it allocates a lot of objects that will trigger garbage collection and might cause your animation to stutter. You can avoid part of the issue by allocating the float[] as a class member somewhere. Not sure how to avoid the DashPathEffect allocation each time the phase changes, although of course you could handle the animation yourself by translating the lines.

Tk maybe? You can certainly use OpenGL to create GUIs but if you're making something standard it would involve a ton of duplicated effort.

Specifically I think this issue tends to get serious on large projects when there are hundreds or thousands of needless header files. It might not hurt to talk about things like include guards or precompiled headers in this answer.

How are you going to use this? You could write a class, but code with an overloaded + operator that secretly doesn't go past 100 seems unmaintainable.
