Just is_admin() which checks if you are in the admin panel. You can check my answer for the update that I made - it should be the one you are looking for.

is_page() function is used only in the front-end for checking if you are on a specific page (page as a content type, not web-page). This function will be always returning false in the back-end, where admin_enqueue_scripts() is run.

You can take a look at this piece of code: svn.buddypress.org/trunk/bp-activity/… It must be of help, as it shows dealing with notifications per user. It does not show you the answer, but I believe it might be of some help. There should be hooks for that, yet I'm not aware of 'em :/
