All applications go down at some point, that's not unique to ASP.NET. Are you arguing against doing background jobs in WinForms applications because the user can click the close button at any time? Even Windows Services need to go down when the server is restarted. How is this different?

Bizarre that this has so many upvotes. That this thing is possible is one of the very cool things about ASP.NET: That all requests are served in the same AppDomain together with any background threads that you can create. None of the given reasons why this is a "bad idea" strike me as convincing. AppDomains can go down, yes - but that's hardly unique to the ASP.NET environment. You need to play nice with your hosting environment (google for HostingEnvironment.RegisterObject).

The first link doesn't provide any reasons why at all, the second link only states the very obvious concern that the server might choose to recycle the app pool at some point. I've yet to hear a valid concern why this is a "bad idea". To factor something out into a windows service, making your application much more difficult to deploy, sounds like the bad idea to me. Does somebody has a real reason or is this merely ideology?

@user1415567 I'm also wondering what "my server" is supposed to be. I don't have a server, I'm with Office365. There are per-account servers for mail at xyz.mail.protection.outlook.com and for the web at xyz.sharepoint.com. But it's not going to be one of those, is it?

@LadislavMrnka After some more research I found the project "WebApiProxy", which generates client code, but it's not exactly high-profile and so far only c# and javascript are supported. Having descriptions online with the service may be an additional benefit, but I see it more as an afterthought.

It's a pretty lame excuse. The (typical) scenario here is that you're calling your own service - and you always have the metadata for your own service. This is merely an issue of inferior tooling. Matters become worse if you want OData: Then you will need to write your own linq provider to get the expressiveness you had with good old WCF Services. Better tooling could change that.

There are some details to consider, such as serialization (should be the same in both cases to avoid impedance), duplicate method attributes (those are not compatible between the frameworks), also authentication and authorization. I would suspect it's a hassle not worth the benefits, but it's an interesting idea nonetheless.
