No language exactly. I'm just refactoring some code using my text editor, so I was hoping I'd be able to do it with plain old RegEx, but it sounds like I probably can't. Oh well.

comment CSS to make a grid of cells that each fill 100% height of their row
This CSS does not display space between the cells. Margin doesn't work. However if you wrap the whole thing in a an element with "border-spacing" then it will work.
