Are you sure you want to treat it as a string? What are you attempting to do with the HTML file? It is very possible there is a specific class to help you accomplish your goal. Give us some more info. That said, you should be able to load the file from anywhere on the system, either with a fully qualified path or with a relative path.

However I find you need to be careful as the Designer may decide to overwrite your changes. If I end up changing something in the .designer file I will move it to the .cs file so when the Designer makes more changes it leaves what I have changed.
