I'm not inclined to resign to maturity. Since I'm going for a straightforward CSS solution, and since I was able to make things work, using one of the answers, I'm good for now. Thank you for offering to look at a JSFiddle example though. Much appreciated.

Thank you very much for your feedback. I just found out yesterday evening, that the version of the theme I received was missing several parts. I have no idea how that would have happened, but my client re-downloaded the latest version and sent it to me overnight. I'm hoping that things will be as clear as you stated they should be. Do you have --strict-imports available on the Windows command line? (I'm on a Mac and use that directive all the time to make sure the compiler thinks & knows that all of my files are OK.)

QUESTION 2: I've looked at the linked JavaScript code page, but I haven't seen any place where the min-height gets set for the topbar DIV. That would solve part of your problem. The other issue I would address (for cross-browser compatibility) is to add either a class or an ID of topbar to the DIV that's getting dynamically created. And then adjust the CSS to either .topbar (class) or #topbar (ID).

And does your test work or not? What do you get if you test for the existence & value of the variable? Anything? Not sure based on your message whether you have a problem. If I ever have to do anything like that, I declare a GLOBAL variable outside of any functions, in the wide open, like so: var myValue; and then I simply keep referring to myValue in other functions. It works (but it's not recommended).

Do you need each one of those JS libraries immediately when the page loads? If not, let the page build and then add your JS downloads at the end, near the bottom of the file. Looks to me as though they all should be minified already, right? You might also want to consider looking up JS file loading, along the lines of dynamically loading external JS files: nczonline.net/blog/2009/07/28/… OR using AMD loaders as described at unscriptable.com/code/Using-AMD-loaders/#0
