Yes, the area code (or STD code as it is called in India) for all parts of the city is the same. This code is unique and set by a state owned telecom company and I use that data - bsnl.co.in/viewstatecode.php . Chandigarh is a union territory and also the capital of two states - Haryana and Punjab ( maps.google.com/… ) which share borders with each other.
