It is not unstable. It is dynamic. In OSGi you have to cope with the fact that service can come and go at any time (e.g because the bundle providing them is stopped). What do you want to achieve? You only want to run your code when all services are running?

As far as I know in blueprint there no easy way. You might want to take a look at declarative services which supports this behaviour.

I am also looking for a more lightweight approach. One thing that might be interesting here is karaf profiles (new in karaf 4). It allows to build a fixed application that then for example does not need to have the shell or the feature service.

You use CDI for injection inside the bundles and services to connect bundles. So you can use CDI to export a service in bundle A and import the service in bundle B. What you can not do is pure CDI injects that span bundles.
