I have edited the question to be a little more clear about the subject matter at hand. I also want to say thanks, I am reading the link you gave me and seeing if it can help me figure out the answer to my issue. I am currently experimenting with the example code they provide, etc.

I updated the code to include the root of the issue, which was the itemType when being changed it would show the right inputs but not accept the values. Also I added a plunker.

I am a bit new to angular so I am still getting used to the whole idea behind it. The back end is returning the ids because once we are done adding rules/conditions, we use the ids to update the details in the database. Since Angular is throwing an issue with the assigning of multiple values with a null id, I figured I would need to find a way to add to the array without having duplicate keys that has been the root of the issue.
