@Bitterblue & DirkBester: You are right with your comments. System.Drawing.dll is part of any standard WinForms project, but not of a standard WPF/Silverlight project. Just copy and paste this enum to your WPF/Silverlight project.

Justin Saraceno is right! It's the "Productivity Power Tools VS 2010"!!! The annoying thing is, that the question sometimes comes up even if you have set the Editor to insert spaces instead of Tabs.

Yes thats right, Shachwat! You cannot use Remove(key) or IndexOfKey(key), because the comparer never returns 0 to signal key equality. But you might RemoveAt(index) to delete items if you have their index.
