Aephyr's solution works well, but the source code contains virtually no documentation or comments. The demo is a good example, but I still ran into several Exceptions being thrown on the EDT. The headaches of debugging and supporting these and future issues in code like this is a big thumbs down for me.

How will the returned Map be used? Can you use an iterator instead? If so, you could return a custom iterator that returns values (or Map.Entries) between the specified index range. Keep in mind concurrency issues when dealing with index ranges of a collection.

That is not a valid way to break the loop. Read the JavaDoc for DatagramSocket.receive(): "This method blocks until a datagram is received. The length field of the datagram packet object contains the length of the received message."

Thanks for adding the data--but you'll need more. Record data at known heart rates. For the data above, if your heart rate was around 177, then I'd guess the last byte represents the heart rate (af, b1, b2) and the two proceeding bytes may be the time. You'll need more data and testing to know for sure.

All you have are the bytes, so think of it as trying to break a secret code. As @bos says, you're just going to have to try and keep trying. Re-read my answer and follow the suggestion.
