However, this solution would run into problems if you were trying to build multiple apps at once with the same asynchronous tasks. If the tasks are asynchronous, you'll have a hard time figuring out whether task Foo for app X is completed before you need to load in the config for App Y. I have a hard time figuring out how to create a truly dynamic, reusable gulp task without the ability to take parameters.

Thank you, this is a great way to reuse a task so you could use the same tasks at the command line with app 'X' as app 'Y', just passing in an additional parameter at the command line.

It's helpful to know that in theory, my code should work. The next step is figuring out why something else is causing it to fail, in the complete absence of any errors.

I'm not using html5mode, but your plunker works just fine if I remove that line. The project is created in the context of Yeoman's angular generator, so maybe there's something in else from the generator that's failing... but since there are no errors, I wouldn't know where to start looking. I may just have to start from a new project.

I've made the above alterations to config/policies. I am now getting a 401 error for my controllers (for example, GET /user) even AFTER a successful login (via Postman packaged app, which seems to be keeping the relevant cookies). When I run the node debugger, on the sessionAuth policy, I find that req.session exists (with the ID of the current user) but req.session.authenticated was never set, so the authentication fails.
