No, there is no rebuild going on. It uses the index. It just goes to a point in the index where (using example above), leading column value is 1, then does range scan on column 2 value from predicate in query. Then the same for point in index here leading column value is 2, then 3, then 4. The idea is, it looks at each of those index subsets as an index, and 'skips' around the index, to the pieces of the overall index structure, that are relevant to current query. No rebuilding of any kind going on. Hope that's clear.

Actually, there's not enough information here to make a determination either way. It's possible that there's only one row coming out of the view, and joining to the table reduces the output of the entire query to one row. But, we don't know that, cause we don't know how many rows the view produces, or what access path it uses to achieve it's result set.

I think he wants to know why the transaction isolation level doesn't revert back to read committed after the commit (which terminates the transaction). I guess the question is, is the setting of the isolation level a transaction-level attribute? Apparently, it's an attribute of the conneciton, not a particular transaction. This seems to be different than things work in SQL*Plus, where the isolation level is an attribute of the transaction itself.

If you can't have any down time (constant transactions against scg_charging_txn, then, as I mentioned, you should look into DBMS_REDEFINITION. Also, is this going to be a "one-time" operation, or part of a regularly recurring process?

I missed the comment about V$MYSTAT, sorry. BTW, I don't think it's true. I haven't tested, but I suspect that V$MYSTAT is always present. But I don't see anything about not being able to use V$SESSION instead of GV$SESSION. However, if you really can't use V$SESSION for some crazy reason, then use the query I have above, but change it backto GV$, and then add one additional predicate, "and inst_id = userenv('Instance')". That's the same predicate Oracle uses in the definition of a V$ view.

If the option was removed in 12.5, but will return in 12.7, I don't think you have much of an option, other than to wait for 12.7 to be released, or move to 12.7 beta.....if the option isn't in the release you're using, you're stuck.

O/S? You mentioned PC, so I'm guessing either Windows or Linux. Which release? (i.e. Win 7 Home, Ultimate, etc, RedHat Linux 5.7, Oracle Linux 6.5, etc,etc)

While Shirish's solution looks ok (I didn't test it), consider the implications of taking non-transactional actions (sending email) during the course of a transaction. What happens if you make update 1, update 2, then send a mail, then update 3, and then rollback? The 3 updates are rolled back, but you can't recall that email. It's gone, sent, in the recipient's mailbox, even if the corresponding transaction was rolled back. Just something to think about....
