Laurent helped me submit the bug to the WP team, but I think by now with so many trying this we can confirm its a bug. I selected this as the answer since it provides a solution (I know it wasn't the question- but many might come to the Q looking for a solution). Thank, as always :)

ivalidusername: no it adds items.count plus one. Try the code. @Romasz the docs state that the LLS is recommended over LB for performance reasons AFAIK

If you look at the code that notifies the changes you can see its not how it works. Set B1 = 4; The private field- called a backing field stores the old value so we have something to check against, the property is what what the control is atually bound to and where the magic should happen :)

And, of course create your own control for that so you don't mangle the codebehind of a page :) If you can live with using an image use a vector image so the lines are nice and crisp and background transparent. Eitehr crop the image to the screen size, crop the overflow, or place the image in a ViewBox and let it stretch to the size of the screen. There are many options, it really depends on what you and need.

If it is just a background you could add lines based on height of the screen, and add a line for every x pixels in the codebehind. If you want something on the lines use the datatemplate of items control of your choice like you did. The question isn't very clear, and its frustrating trying to 'guess' what you want.
