You should use HTMLParser module to decode html:

>>> import HTMLParser
>>> h= HTMLParser.HTMLParser()
>>> h.unescape('alpha &lt; &beta;')
u'alpha < \u03b2'

To escape HTML, cgi module is fine:

>>> cgi.escape(u'<a>bá</a>').encode('ascii', 'xmlcharrefreplace')
