You can't create a Date from milisecond timestamp directly, but a simple trick can help you achieve this :

db.collection.aggregate([
   {
      $group:{
         _id:"$department",
         startTimeX:{
            $min:{
               $dateToString:{
                  format:"%Y%m%d",
                  date:{
                     $add:[
                        new Date(0),
                        "$date"
                     ]
                  }
               }
            }
         }
      }
   }
])
